The formula, made clear.

Protective cost/shipped unit = Σ(Component quantity per shipment unit × Component unit price)

Count each protective component according to how it is actually packed. A pair of end caps needs two items, while a shared divider or pallet layer may need a fractional allocation per shipped product. Keeping quantities and prices separate makes the packing instruction and the cost assumption inspectable without claiming that the selected protection is technically sufficient.
