The formula, made clear.

Net sack weight = Actual empty-sack weight × Quantity

Use an actual unit weight that includes the sack’s stated plies, liner, valve and other fitted components. Multiplying by quantity gives empty packaging mass, not the weight of product the sacks will hold. Material type and nominal payload do not supply enough information to reconstruct a sack’s actual tare.
