The formula, made clear.

Rolls required = Round up(Required quantity ÷ Quantity per roll)

A fractional roll requirement cannot be met by ordering a smaller whole number of rolls, so the result always rounds upward. Multiply that whole count by nominal roll content to find supplied quantity, then subtract the requirement to find excess. Use the same physical basis for the requirement and roll content: kilograms with kilograms or running length with running length.
