Gross input required
Waste is the percentage of gross material lost. Gross requirement is net requirement ÷ (1 − waste rate).
Multiplying net quantity by (1 + waste%) gives an allowance on net quantity and does not represent the same gross-input loss definition.

The formula, made clear.
Waste here means the share of gross input that is lost. If the retained fraction is less than one, divide the good requirement by that fraction to find how much material must enter the process. Multiplying net quantity by one plus the waste percentage describes an allowance on net quantity, which is a different definition and understates gross material for the same stated gross-input loss. The excess of gross over net is the planned loss quantity.
